    Historical context
    :
    When it was created in 1830, Belgium was populated mainly by Dutch speakers but was ruled by French speakers, including many Flemings: indeed, all the Flemish bourgeoisie and all the nobility spoke French. The Court, the political class, the judiciary, the business community spoke French. Later, the Flemish fought for official recognition of their language. This struggle was long: it was not until 1898 with the adoption of the Coremans-De Vriendt law, known as the “Law of Equality”, that Dutch became an official language.
    The Belgian revolution of 1830 led to the defeat of the Dutch army. Despite a short attempt at an offensive return, the Dutch had to give up Belgium with the agreement of the great powers who wanted to extinguish as quickly as possible a hotbed of sedition such as Brussels, where political refugees from all over Europe were swarming: nostalgic of the French Republic and Empire, intriguers belonging to political sects like the Charbonnerie, the last supporters of Babeuf, as well as Buonarotti and Poles who had survived the Tsarist repression and even South American exiles.
